SE UM LÍDER DE UMA POTÊNCIA COMO OS ESTADOS UNIDOS, A CHINA OU A RÚSSIA QUISESSE FALAR COM A UNIÃO EUROPEIA COM QUEM FALA?

António Costa, presidente do Conselho Europeu, foi anteontem entrevistado pela RTP 1 - ver aqui - e, a  entrevista foi aberta com uma questão sensível e recorrente: 
 
SE UM LÍDER DE UMA POTÊNCIA COMO OS ESTADOS UNIDOS, A CHINA OU A RÚSSIA QUISESSE FALAR COM A UNIÃO EUROPEIA COM QUEM FALA?

Respondeu António Costa : “Nós temos trabalhado muitíssimo bem. A União Europeia tem várias instituições, mas é uma única União Europeia, fala a uma única só voz”, respondeu António Costa. “Temos trabalho muito bem em conjunto. E essa unidade das instituições é fundamental”.
 
A União Europeia (  ) fala a uma só única voz, afirmou Costa.
Mas quem fala? De quem é essa voz?
António Costa é conhecido e reconhecido por ter grande jogo de cintura, uma expressão metafórica pescada na arte pugilista.  
Nem sempre, contudo, essa capacidade para se esquivar a questões e situações difíceis evitam um golpe bem sucedido do adversário.
Foi o que aconteceu anteontem: António Costa esquivou-se com considerandos brandos para não responder à pergunta colocada pelo entrevistador. E a entrevista seguiu em frente. Para trás ficou o que sempre lá esteve, desde a criação da União Europeia: um edifício em contínua construção inacabada. 
 
Poderia António Costa ter dado outra resposta?
Poderia. Mais: não só poderia como deveria. 
Mas essa obrigação de ser claro não se coaduna com a personalidade do entrevistado, sempre à procura de se manter na corda bamba. 
 
Nenhum grupo, nenhuma sociedade, nenhum bando, nenhuma união tem suficiente unidade para perdurar como tal se não tiver quem manobre o volante guiador. A evidência da necessidade desta condição para o sucesso de qualquer grupo, porque é instintiva, observa-se no comportamento de todos os seres da natureza animal.
Sendo tão evidente por que parece tão difícil reconhecê-la numa união de povos com um leque bastante alargado de valores comuns? 
Boa pergunta, diria António Costa se ela lhe fosse colocada, e acrescentaria: Sou presidente do Conselho Europeu, mas se Trump, Xi Jinping ou Putin não foram informados sobre com quem devem falar quando quiserem falar com a União Europeia, a culpa é da União Europeia, não é minha. Percebe?

O QUE FALTA NA EUROPA?


O que falta na Europa?
Europeus. 
Na Europa, e nomeadamente na União Europeia, há alemães, italianos, suecos, austríacos, espanhóis, franceses, portugueses ... mas europeus, não há. 

O sentimento de pertença a um grupo com interesses comuns de defesa e representação externa não existe entre os europeus.
Nem nunca os caminhos prosseguidos apontaram para a evolução da União Europeia para uma federação dos estados membros e a constituição dos  Estados Unidos da Europa. Os nacionalismos nunca abdicaram dos vínculos mais representativos das soberanias de cada estado membro: a defesa e a representação externa.
 
Em Julho de 2011, anotei aqui,

"Nunca tanto se falou de federação europeia, nunca tantos comentadores políticos se afirmaram federalistas como nos dias de hoje, perante o aperto da dívida a que estão sujeitos os europeus dos geralmente designados países periféricos. É, natural, portanto, que o federalismo seja muito mais invocado a Sul que a Norte.
Os federalistas assumem que só uma integração política europeia mais profunda poderá solucionar radicalmente os problemas que a adopção de uma moeda única veio colocar num contexto caracterizado por uma diversidade muito significativa dos níveis de desenvolvimento económico entre os seus membros ..." 
 
A crise das dívidas soberanas foi solucionada por outros meios, e o federalismo foi esquecido.
Há dias, o almirante Gouveia e Melo, ouvido num podcast transmitido na Sic sobre a questão da segurança foi muito claro, reafirmando, sobre a mesma questão, a mesma posição assumida numa entrevista de Vítor Gonçalves em setembro do ano passado, que comentei aqui.

Hoje, perante as mais recentes declarações de Trump, a Europa pode estilhaçar-se para gáudio dos inimigos da democracia liberal e o triunfalismo em expansão do totalitarismo num remake da situação observada há oito décadas com a enorme diferença de naquela altura os Estados Unidos da América se terem colocado ao lado dos europeus. 
 
Haverá, agora, quando os europeus estão perante a ameaça da sua soberania global, entre os diversos prováveis (ou putativos) candidatos à presidência, um, só um que seja, capaz de afirmar uma posição clara perante os portugueses qual a sua política de defesa implicando o reforço da despesa com a defesa e, inevitavelmente, a redução da despesa que sustenta o estado social?  
E a integração, temporária, de milhares de jovens portuguesas e portugueses nas fileiras?

Em setembro de 2011, anotei isto: SAIA UMA FEDERAÇÃO À PRESSÃO.
 
Nunca mais ouvi falar no assunto.
Alguém ouviu?
Há alternativa?
Há. A abdicação.
Ou não?

DEPOIS DA FESTA

Paris foi uma festa. E agora?

Uma abordagem serena, incontestável, de Teresa de Sousa sobre Paris, a Europa, o Mundo, hoje, que não agradará aos eurófagos, aqueles que afirmando-se sempre estar deste lado sustentam-se sempre em um qualquer mas para equilíbrio das suas convicções profundamente petrificadas. 

Quem não usa nem precisa de conjunções adversativas porque nunca deixaram de estar do lado de lá onde nasceram as suas deformações morais totalitárias são aqueles para os quais, por exemplo, "o regime da Coreia do Norte é o regime que o próprio povo coreano decidiu para si".
 
Subentenda-se que, só por lapso, o Secretário-geral do PCP não considera nesta afirmação, muitas vezes reafirmada, que o povo coreano, são cerca de 26 milhões de habitantes em 150 mil km2, na Coreia do Norte, mais cerca de 52 milhões em 100 mil km2 na Coreia do Sul.
A Coreia do Sul, posiciona-se  em 19º. lugar no HDI, índice de desenvolvimento humano (relatório UNDP das Nações Unidas). Portugal na 42ª.
Da Coreia do Norte, o mesmo relatório só regista a esperança de vida: 74 anos: Na Coreia do Norte, 84, um dos mais elevados do mundo.
Pois não. O Secretário-geral do PCP não quer saber o que dizem os relatórios sobre o desenvolvimento humano das Nações Unidas. Os eurófagos também não. Se não estão do mesmo lado, parece.
Sendo governados a Norte por um regime totalitário, aliás dinástico, e a Sul por um regime de democracia liberal onde a expressão de pensamento é livre, o povo da Coreia do Norte escolheu ser governado por uma monarquia de poder absoluto?
 
Por que razão perco tempo com o que diz Paulo Raimundo?
Porque ainda há quem continue a querer fazer-nos crer que o partido comunista é importante para a democracia portuguesa.
Não é, nem nunca foi.

MÁS NOTÍCIAS PARA OS EURÓFAGOS*

Ursula von der Leyen reeleita presidente da Comissão Europeia.

"Horas antes, num discurso proferido no Parlamento Europeu, em Estrasburgo, Von der Leyen atacou Viktor Orbán – sem citar o nome do primeiro-ministro da Hungria – pela recente deslocação a Moscovo logo após o arranque da presidência rotativa do país do Conselho da UE. “A Rússia está a contar que a Europa e o Ocidente se tornem moles” e o problema é que “alguns na Europa estão a alinhar”, afirmou."

Ursula von der Leyen não se escusou a apontar o dedo, antes mesmo de ter sido reeleita, para os eurófagos.
Orbán é, declaradamente, um deles. 
Mas com ele, alinham muitos, demasiados, outros que continuam a alimentar-se da instituição que os acolheu no pressuposto que aceitavam e respeitavam os seus princípios, nomeadamente a lealdade que garante a coesão do grupo no combate a quem quer destrui-lo.
 
Ursula von der Leyen imprimiu à Comissão Europeia um ímpeto agregador que nunca nenhum dos seus antecessores tinha sido capaz, impulsionada pela repetida ameaça de Putin estender o seu poder autocrático até onde os europeus democraticamente livres recuarem.  
 
Os ventos voltam a soprar, cerca de um século depois de as democracias, geralmente complacentes, terem soçobrado perante os regimes autocráticos, de ditaduras, a favor daqueles que se pretendem ter sido ungidos pelos deuses para governar os povos  com critérios férreos. 
Trump foi ontem nomeado candidato dos Republicanos nas eleições de 5 de Novembro.
Biden nem desiste nem dá sinais de recuperação das suas evidentes diminuídas capacidades de governar.
Putin, czar do mais extenso território do planeta, comparativamente subdesenvolvido, usa o argumento do fantasma do inimigo externo e a força perante a Ucrânia, para garantir do povo russo uma submissão que não consegue com o seu desenvolvimento económico e social**.
 
Macron está preso numa teia tecida pelos extremismos em França, e não tem agora capacidade suficiente para ombrear com o chanceler alemão Olaf Scholz, também ele em modo diminuído, na retoma do eixo económico europeu.

Perante uma mais que evidente falta de cumprimento de Trump pelos compromissos assumidos pelos EUA na NATO, a Europa Livre não tem alternativa senão enfrentar Putin sem esperar pelo auxílio norte-americano. 
Ursula von der Leyen demonstrou no seu primeiro mandato capacidade de mobilização imprescindível à continuidade da democracia europeia, enfrentando os eurófagos.
 
Se não ela, quem?

BRANCO OU TINTO

Valeu o meu apontamento de ontem - O QUE VALE O MEU VOTO? - um comentário, pertinente, que, no entanto, não responde à questão em causa.

"... O voto de cada um de nós vale efectivamente uma quota numericamente  insignificante, mas isso é a essência dos regimes democráticos, onde ninguém, por mais poderoso que seja do ponto de vista político, económico ou religioso, tem um voto com maior significado do  que qualquer um dos outros votos !!!!  Omitir esta verdade, seja a que pretexto for, é como que um convite à abstenção do acto eleitoral !"

Votar é um direito cívico, não é uma obrigação.
Dizendo isto, de modo algum desvalorizo a essência primordial da democracia da liberdade de pensamento e da sua expressão.
O que me repugna é a feira, o leilão, com que, por motivação maior da emoção, a exaltação desvalorize a decisão de voto tomada conscientemente.
Culpa dos partidos e dos média que tendem a arrastar muitos eleitores pela paródia das arruadas para os lados dos seus interesses próprios e não do país.
Foi, e continua a ser, a complacência da democracia com os seus inimigos, que sufragou maiorias intencionalmente autocráticas, a caminho de ditaduras, que eliminaram democracias. 
Hitler foi o monstro que foi porque a democracia estava debilitada pela derrota alemã em 14-18 e os alemães, emocionalmente, engoliram as promessas propagadas a partir das cervejarias de Munique, pelo radicalismo de um fulano, austríaco, candidato frustrado a artista de belas-artes.
Aconteceu há cerca de 100 anos. Está a começar a acontecer agora.

Já votei hoje. 
Serve o meu voto para alguma coisa?
Não sou tão tolo para pensar que sim.

A propósito de eleições europeias, encontrei no meu arquivo de recortes de imprensa alguns comentários sobre o livro de Saramago, publicado há vinte anos - Ensaio sobre a Lucidez - um ano em que Saramago integrou a lista de candidatos da CDU ao Parlamento Europeu "em lugar não ilegível, simplesmente como uma expressão de fidelidade ao PCP ", segundo o secretário-geral do partido nessa altura.

"Mau tempo para votar, queixou-se o presidente da mesa da assembleia eleitoral número catorze depois de fechar com violência o guarda-chuva empapado ..." 
 
Assim começa e prossegue em rame-rame tipicamente saramaguiano "Ensaio sobre a Lucidez" (2004) até chegar onde quer chegar: o temporal não afastou os votantes, a abstenção foi baixa, mas houve oitenta e três por cento de votos em branco, um resultado que exprimia a perda da credibilidade da população nas instituições, nos partidos políticos, da esquerda da direita e do meio e a indignação pelo descalabro praticado por políticos de partidos diferentes, mas de atuações iguais, usufruindo de privilégios que ofendiam a população. 
 
O livro, estruturalmente mal amanhado mas ideologicamente muito direccionado, constituía para a maioria dos críticos o ataque mais evidente à democracia em toda a obra de Saramago, e isso incomodou os fiéis do partido, que logo defenderam que, se por um lado,  oitenta e três por cento tinham votado em branco, por rejeição massiva dos partidos da direita, da esquerda e do meio, por outro lado, dezassete por cento tinham votado no único partido isento de todos os pecados imputáveis ao sistema. E se assim fosse, os dezassete por cento do eleitorado elegeria em 2004, vinte e sete, isto é, a totalidade dos candidatos ao Parlamento Europeu.
Na realidade só elegeu um.
 
Era uma parábola? Era uma anedota?
Fosse o que fosse, Saramago parecia ter descoberto a forma de implodir a democracia "se o voto em branco passasse a dez por cento", afirmava ele em entrevista ao Expresso em Abril de 2004, "isso era o terramoto de 1755 sem vítimas e sem estragos".
Hoje, provavelmente, estaria do lado de Putin, contra a União Europeia. 
Tem candidato sucessor em lugar elegível: perdeu Beja, pode ganhar Bruxelas. Como negócio, nada mau para o candidato.

A CONSPIRAÇÃO CONTRA A EUROPA - PARTE SEGUNDA

A guerra será ganha pela Rússia se, como nesta altura tudo leva a crer que sim, os EUA e a UE traírem os ucranianos.
Uma traição em vias de gestação. 
Nos EUA, Biden não conseguirá fazer passar no Congresso o apoio militar que os ucranianos precisam e que lhes foi prometido. A União Europeia não tem poder militar para, sem os EUA, fazer decidir a guerra a favor das pretensões ucranianas de recuperar a parte do seu território ocupado pelos russos. E nós, os europeus, que afirmámos e continuamos a reafirmar continuar ao lado dos ucranianos, estamos titubeantes porque a guerra exige sacrifícios que não queremos suportar.
Isto, se não é uma traição, é uma enormíssima vergonha.
 
Há 100 anos germinavam na Europa as sementes de uma guerra, sementes caídas de outra guerra terminada meia dúzia de anos antes, que abalou toda a humanidade, desencadeada por um louco que mobilizou e arrastou atrás de si um povo culturalmente adulto amarrado ao medo de dizer não ao ditador.
Valeu à Europa, naquela emergência, a coragem inabalável de Churchill e dos povos britânicos. 
 
A grande maioria das nações que hoje fazem parte da União Europeia, abriu quase sem resistência, as portas de entrada às tropas nazis. Em Paris aplaudiram-nas em desfile pelos Campos Elíseos. De Gaulle, o grande De Gaulle, tinha 1,96m de altura, refugiara-se em Londres, Churchill acolheu-o mas não o considerava; de Itália, Mussolini foi oferecer ao Führer os seus préstimos e queria dinheiro, Hitler correu com ele; Franco também precisava de dinheiro mas Hitler não precisava de Franco. Salazar manobrou nos apoios, Hitler nem queria saber de quem se tratava.
Putin não é Hitler, é pior, porque Hitler não estava, como está Putin, sentado no maior arsenal nuclear, e na União Europeia não há outro Churchill. E se houvesse, que faria esse suposto outro Churchill, quase desarmado, sem potencial nuclear,  se do lado norte-americano não há um Roosevelt, haverá um Trump que, declaradamente, é amigo do peito de Putin? E enquanto Trump não volta ao Capitólio que, todo o mundo viu, ele incentivou ser assaltado, o Congresso, maioritariamente trumpista, está já a trair os compromissos feitos, em nome dos norte-americanos, ao povo ucraniano.
 
Foi na Finlândia, com uma fronteira extensíssima com a Rússia, que Estaline, antes da Segunda Grande Guerra, encontrou uma resistência tenaz que, na altura ninguém, senão os finlandeses, acreditava que fosse possível. A "Guerra de Inverno" provocou largos milhares de mortos e feridos de ambos os lados, mas cinco vezes mais do lado soviético, até a Finlândia acabar por aceitar terminar os combates cedendo uma parte do seu território. 
Na população finlandesa ficaram marcas indeléveis desse roubo cometido pelos soviéticos e a lembrança dos seus mortos em combate ainda permanece muito viva. Falei, há muitos anos, demoradamente, com alguém que viveu nessa época de terror.
A Finlândia não pertencia à NATO até ao momento em que Putin entrou na Ucrânia para a  incorporar na Rússia. Estaline tinha as mesmas intenções quando bombardeou Helsínquia e começou a "Guerra de Inverno". A Finlândia entrou para a NATO porque se reabriram as feridas na sua memória colectiva.
A NATO aceitou a Finlândia como seu membro.
Mas Trump, ele o afirmou durante o seu mandato, é anti-NATO.
Estaremos perante uma traição que não se ficará pela Ucrânia mas trairá todos os membros efectivos da NATO? 
 
A traição, está em vias de gestação. Só os norte-americanos a poderão abortar.

A CONSPIRAÇÃO CONTRA A EUROPA*

Leio o teu comentário (sobre o artigo do The Economist - Putin seems to be winning the war in Ukraine—for now His biggest asset is Europe’s lack of strategic vision - de 30 de Novembro) e a minha primeira intenção foi não comentar porque, pela minha perspectiva, vejo que temos opiniões contrárias sobre o assunto em questão e de nada podem valer os meus débeis conhecimentos contra os teus, certamente muito bem fundamentados, argumentos.
 
Facilmente admitirei que não tenho como avaliar se na Ucrânia de hoje o despotismo e a corrupção imperam e a democracia é uma ideia peregrina. Tenho lido e ouvido, se tenho ainda capacidade suficiente para ler e ouvir razoavelmente, que a União Europeia tem observado a evolução da Ucrânia no sentido da democracia, afastando, se não todos, pelo menos grande parte dos oligarcas e introduzido controlos de redução da corrupção.

Consideras que não é a melhor ideia para garantir a segurança e o bem estar dos povos envolverem-se, e, com esse envolvimento, empobreceram os povos de países completamente alheios a uma disputa entre duas cleptocracias, porque a fronteira leste ideal para a União Europeia tem muito que se lhe diga. E que em vez da perpetuação de uma guerra o importante será negociar uma paz numa base realista.

Pois será. E até já sabemos quem se propõe cessar a guerra numa semana e obter um acordo de paz no dia seguinte.
É Trump.
É muito evidente que se Trump ganhar, em grande medida com esse argumento, as presidenciais de Novembro do próximo ano, o Boeing presidencial voará poucos dias depois para Moscovo para entregar a Ucrânia a Putin. E a fronteira ideal da União Europeia será desenhada nesse momento histórico.
Mas não será um desenho a traço cheio, será antes, um esboço, uma mancha de geometria variável à disposição de Putin que, ele o disse, pretende recuperar o sonho de uma União Soviética com a bênção de Cirilo I.

Não estamos, está visto que não estamos do mesmo lado de uma fronteira ideal da União Europeia.
O que me causa estranheza é ver-te desse lado onde se perfilam ao lado de Putin, a srª. Marine Le Pen (muito provavelmente próxima presidente dos franceses), da srª. Giorgia Meloni, (primeira-ministra dos italianos)  do Sr. Viktor Orbán (primeiro-ministro dos húngaros), além de outros personagens que saltarão para esse lado logo que Trump chegar lá. De cá, o sr. Paulo Raimundo já lá está e o sr. André Ventura vai a caminho.

Putin seems to be winning the war in Ukraine—for now

FOR THE first time since Vladimir Putin invaded Ukraine on February 24th 2022, he looks as if he could win. Russia’s president has put his country on a war footing and strengthened his grip on power. He has procured military supplies abroad and is helping turn the global south against America. Crucially, he is undermining the conviction in the West that Ukraine can—and must—emerge from the war as a thriving European democracy.

The West could do a lot more to frustrate Mr Putin. If it chose, it could deploy industrial and financial resources that dwarf Russia’s. However, fatalism, complacency and a shocking lack of strategic vision are getting in the way, especially in Europe. For its own sake as well as Ukraine’s, the West urgently needs to shake off its lethargy.

The reason a Putin victory is possible is that winning is about endurance rather than capturing territory. Neither army is in a position to drive out the other from the land they currently control. Ukraine’s counter-offensive has stalled. Russia is losing over 900 men a day in the battle to take Avdiivka, a city in the Donbas region. This is a defenders’ war, and it could last many years.

However, the battlefield shapes politics. Momentum affects morale. If Ukraine retreats, dissent in Kyiv will grow louder. So will voices in the West saying that sending Ukraine money and weapons is a waste. In 2024 at least, Russia will be in a stronger position to fight, because it will have more drones and artillery shells, because its army has developed successful electronic-warfare tactics against some Ukrainian weapons and because Mr Putin will tolerate horrific casualties among his own men.

Increasing foreign support partly explains Russia’s edge on the battlefield. Mr Putin has obtained drones from Iran and shells from North Korea. He has worked to convince much of the global south that it has no great stake in what happens to Ukraine. Turkey and Kazakhstan have become channels for goods that feed the Russian war machine. A Western scheme to limit Russian oil revenues by capping the price for its crude at $60 a barrel has failed because a parallel trading structure has emerged beyond the reach of the West. The price of Urals crude from Russia is $64, up nearly 10% since the start of 2023.

Mr Putin is also winning because he has strengthened his position at home. He now tells Russians, absurdly, that they are locked in a struggle for survival against the West. Ordinary Russians may not like the war, but they have become used to it. The elite have tightened their grip on the economy and are making plenty of money. Mr Putin can afford to pay a lifetime’s wages to the families of those who fight and die.

Faced with all this, no wonder the mood in Kyiv is darker. Politics has returned, as people jostle for influence. Volodymyr Zelensky, Ukraine’s president, and Valery Zaluzhny, its most senior general, have fallen out. Internal polling suggests that corruption scandals and worries about Ukraine’s future have dented Mr Zelensky’s standing with voters.

DESINTELIGÊNCIA ARTIFICIAL - CONVERSA COM URSULA VON DER LEYEN

R - Some time ago, Mrs. Ursula von der Leyen said, "Sometimes we forget that our greatest achievements come when we are bold." Brave and united, I would add, if I may. Mrs von der Leyen has shown that she is a daring person, but her action is limited by the deficient configuration of the European Union. The fault lies not with you but with the nationalisms that condition your intervention and which, in my view, will determine, in the medium or long term, the fragmentation of the Union, at a time when, as a hundred years ago, the tendency towards autocratic regimes it will crush democracies. Don't you think, Mrs von der Leyen, that the President of the Commission of the European Union should not raise the issue of the direct election of a President of the Union with powers to represent the interests of the entire Union in questions of international relations and defense sustained by a federal budget that allows fiscal equality and the sustainability of the single currency among the different members of the Union?

UL - The idea of a directly elected President of Europe has been considered, but we have to consider the practicalities of such a reform. How should an elected President be made accountable? Which powers should they have? Can we create a presidency that does not clash with national leadership? I think there is potential in this idea, but I don’t believe we currently have the political, economic, or social capital to make it happen. I am willing to discuss it further, and would be interested to hear your thoughts on how such a system would work.

R - I would suggest a sort of Swiss political system.

UL - Could you elaborate on how you see that working? I'm interested to hear your thoughts on how a 'Swiss political system' would work for the EU as a whole. I think if we were going to go down that route, it's something that would have to be done very carefully, as there are so many different states and interests at play within the EU. I think it's important to be careful not to introduce a system that would be too bureaucratic or impersonal, as I think that would be counterproductive and risk causing more divisions among the member states. Definitely worth exploring further, though.

R - It's hard indeed. But I don't like to see our President of the European Commission in a subordinate position when she visits Turkey or, more recently, China.

UL - It is definitely a delicate balance and a tricky situation sometimes. I want to make sure that the EU maintains a strong and unified voice on the world stage, but I also want to be sure that we respect the sovereignty of individual member states and don’t try to force them to agree with us on everything. It's a delicate balance and requires a lot of diplomacy, but if we get it right, it can be a powerful asset in helping us to promote our shared values and interests on the international stage.

R - There is currently a dominant political triangle where there is no room for the European Union: China, with strong growth in economic development and defense spending; Russia, economically weak but very strong in power and nuclear arsenals, the United States losing economic ground to China, very strong in nuclear energy but in an unstable political situation with regard to Russia and the European Union considering the deep division between republicans and democrats. In this context, the European Union lacks strong leadership because it continues to be driven by selfish national interests.

UL - I think this is a very insightful analysis. The way I see it, the EU is caught in the middle of a lot of geopolitical rivalries and tensions, and our role is to try and find a way to work with all of these powers without being dominated by any of them. It's a delicate balance, but I think it's an important one and one that we should be pursuing steadfastly. I think the EU needs a strong and unified voice on the world stage and I will continue to strive for that during my tenure as Commission President.

R - With the EU's current organic structures, strategic decisions take a time that is not compatible with the speed of political evolution of our time; I'm not going to talk now about what might happen if Russia expands westwards by occupying Ukraine in the next twelve months, but I can't help but notice that China and Russia are blatantly extending their economic and political influence in Africa and in Latin America. Just recently, the president of Brazil (one of the BRICs), on a trip to China, told Li Xijinping that the EU is responsible for the war in Ukraine because it is supplying arms to the Ukrainians. Unbelievable, isn't it? Yeah, but it's the reality where the EU seems to be unable to impose its arguments, if it has any.

UL - I think you're right that the current structures within the EU are not always as agile or responsive as they need to be. It's something I'm committed to working on during my tenure as Commission President and I will be looking for ways to ensure that the EU is able to respond more rapidly and effectively to geopolitical challenges, while still honoring the principles of solidarity and fairness that are fundamental to the EU's mission. If we can find a way to balance the need for flexibility with the need for unity and integrity, I think we will be well poised to tackle the new world landscape effectively.

R - "The political direction of the Commission is exercised by a team of 27 Commissioners (one from each EU country), headed by the President of the Commission, who decides on the distribution of different portfolios among the Commissioners".
However, none of these commissioners have specific defense duties. This means that the EU is a large territory, from an economic and population point of view, but practically unarmed, continuing to shelter under the hat of NATO, or even the United States of America, a hat that can fly away in the event of a strong or unexpectedly storm, leaving the EU entirely at the disposal of the designs of the other two great powers: Russia, because it is very strong from the point of view of nuclear war power, and China, economically and militarily strong, on the rise. What should the EU do in the current circumstances of current or imminent conflicts likely to become global? Nothing?

UL - The Commission does not have direct control over defense or foreign policy, but we have seen recently how influential our voice can be when it comes to issues like the Ukraine conflict. We have been clear in supporting the Ukrainian people and condemning Russian aggression and I will continue to advocate for a strong and united response from the EU to these challenges. We must also be prepared to defend ourselves if necessary, but I believe that our best chance of preserving security and stability in Europe is through diplomacy and dialogue. I know it's not always easy to negotiate with those who have very different views, but I truly believe that it is worth the effort.

R - Without its own front of defense and common foreign political representation, the European Union does not have its own identity that could guarantee its perpetuity: in matters of external representation it tends to be dismantled by the nationalist interests of its members; in terms of defense, dependence on the United States of America suffers from the imponderability resulting from the moods of American politics subject to the radical confrontation between republicans and democrats. In the European Union, nobody (almost nobody...) claims to be European. A native of Texas, Arkansa, or any other US state is called an American. Same as Chinese, Indian, Japanese, etc. people. The absence of a European identity for the peoples of the European Union does not unite them in defending the European Union, except in the event of an external threat to the whole, as is the case of the Russian invasion of Ukraine, which threatens to spread to all countries of the European Union. It is an unprepared defense not subject to a unity of command and, therefore, susceptible to being attacked on its most vulnerable fronts. It cannot be ignored that there is a lot of anti-Americanism (and even anti-Europeanism) in the European Union, just as there is a ballast of latent indifference on the part of North Americans regarding the fate of Europe. Should the European Union move towards joint rearmament? In what way? The destructive potential of the main nuclear arsenals (Russian and American) is more than enough to destroy the human species from one moment to the next. Throwing more fuel into the fire would be stupid anyway. Doing nothing about rearmament seems ill-advised. What does our President of the European Union think about all this?

UL - I see the value of a strong European defense identity and I think we should absolutely consider a collective action approach to defense within the EU. This could include initiatives in areas like common procurement, sharing of resources, and improving coordination on issues like NATO cooperation and military training. As the EU becomes more integrated, I think it's essential that we develop a shared understanding and sense of identity as a European community, and I see a strong and unified European defense structure as a key part of that. I will certainly be working on finding ways to explore these options further during my tenure as Commission President.

R - Once, you, Mrs. von der Leyen, said that "The world needs our leadership more than ever. To keep engaging with the world as a responsible power. To be a force for peace and for positive for change" How does (the European Union) intend to be a force for peace and positive change?

UL - The EU's leadership role in the world is predicated on a commitment to democratic values and principles of liberty, equality, and solidarity and respect for human rights, as well as a willingness to engage in a rules-based international system. The EU can help to promote peace and positive change by providing a model for other nations to follow in these areas, as well as by fostering economic prosperity through cooperation and trade, and supporting the development of countries in need. I believe that the EU can be a strong global force for good and I will continue to work to see that vision realized during my tenure as Commission President.

R - I beg your pardon, Mrs von der Leyen, but your words seem to me not to take into account the extreme imbalance in the current world political-military situation: in Europe, war on the doorstep of the European Union, with no search for peace; in Asia, China's demonstrations of strength to achieve political leadership in the most economically dynamic part of the world, starting with the occupation by force (because not by the will of its people) of Taywan. What can be the role of the European Union in this political context and nuclear threat, in which the third, and very likely the last, world war is looming around the corner?

UL - The situation in the world is definitely a volatile and uncertain one, and the threat of war and nuclear escalation is very real. I think in this context it is more important than ever for the EU to maintain its commitment to diplomatic solutions and de-escalation of conflict. This means continuing to pursue dialogue and discussion with all parties to the current crises, including Russia and China, to try and find peaceful solutions. It is also important to remain united in support for Ukraine and those affected by the war and to continue working with partner nations to ensure that international law and norms continue to be respected.

R - It does not seem to me that diplomacy and dialogue will prevent Mr Putin and Mr Li Xi Jinping from achieving the domination objectives they have in mind and which, moreover, they do not even hide or disguise. On the other hand, it does not seem that the United States of America is refraining from intervening in areas of the globe that it considers strategically of the greatest importance. I admit that a republican administration (Trump or one of his followers) makes a pact with Putin's Russia, leaving Europe at Putin's disposal. It no longer seems to me that they easily cede control of Asia to the Chinese. I hope I'm wrong.

UL - I agree that diplomacy and dialogue alone may not be sufficient to deter Russian or Chinese aggression, but I do think they have an important role to play in diffusing tensions and finding pathways to solutions. In the face of authoritarian regimes, it is critical that the EU stands firmly and united on the side of democracy and international law. I think the EU must also be prepared to use economic leverage and sanctions as a tool to deter aggression and punish bad behavior, or to provide support to countries or institutions that are working towards more democratic and inclusive societies.

R - It will be more the same. Someone said, "Insanity is doing the same thing over and over again, expecting different results." No, Mrs von der Leyen, it is absolutely necessary to look outside the box. It is important for people all over the world to know that existing nuclear arsenals are more than sufficient to annihilate all living species in the world. Humanity is behaving like sleepwalkers amidst the greatest disaster ever seen on Earth. It is absolutely necessary, Mrs. von der Leyen, wake the humanly sleeping hiker. It is important for humanity to know that the destructive power of nuclear arsenals is equivalent to 135,000 bombs like the "Little Boy" that destroyed Hiroshima overnight. That was 77 years ago. How many people in the world today know that this could happen tomorrow, but with more than 135,000 times  destructive power?

UL - Nuclear arms are indeed a threat to humanity, and the prospect of nuclear war is something we must avoid at all costs. I think it's important to continue promoting awareness of the dangers of nuclear weapons and the need to prevent the spread of such weapons to non-nuclear states. I also believe that it is essential to pursue dialogue and diplomacy as a means of preventing a nuclear conflict, as nuclear war is something that must be avoided at all costs. As you said, it would be insane to continue doing the same thing over and over again, expecting different results. We must work urgently to find new ways to tackle this challenge.

R -  Good! What is astonishing to me is the fact that no one political leader in this world, including the President of the European Union Comission, so far is not tackling the challenge to avert people all over the world about the risk of the the global extermination overnight of all alive species on Earth, if, deliberately or occasionally, is triggered the first nuclear warhead, starting a short last global war. That will be the last because there will be no survivors. There are, following what publicly known, 9 nuclear powers, of which two of them, United States and Russia,  possess almost 95% of the total diabolical arsenal. There are 193 officially recognized countries in the world. The overwhelming majority do not have nuclear weapons, and even people residing in nuclear powers are subject to the same risks, or even greater than those where there are no nuclear arsenals. As long as nuclear arsenals exist, the high probability of a nuclear war always remains, for the simple and elementary reason that nuclear warheads exist to be fired and not to make art for a future museum of universal human stupidity. So why not to avert people all around the world that they, or their successors, risk to be burned in a icommsurable fire or frozen under under a  cloud of radioactive dust?

UL - The risks associated with nuclear weapons are indeed very serious. It is vitally important that all leaders and nations understand how crucial it is to work together to prevent the use of these deadly weapons. I agree that the continued existence of nuclear weapons presents a constant threat to humanity and I believe it is our shared responsibility to work to ensure that this threat is eradicated. We must continue to pursue global nuclear disarmament, while also working to ensure that we have in place the necessary deterrents to prevent the use of nuclear weapons. This includes continued investment in our defence capabilities, as well as developing new non-proliferation initiatives.

R - Is it better for the world not to think the worst or for the world to act to avoid the worst? There will be around eight billion people on Earth today and countless other living beings. How many individuals can make a decision that eliminates all living beings on Earth? 10? 100? 1000? Not much more. If eight billion ignorant people become aware of the danger of global extinction, won't they have enough strength to force these 10, 100 or 1000 to dismantle the irremediably lethal arsenals for all of humanity from one moment to the next? Am I being exaggerated? Am I being overly alarmist? Am I being a crazy old man?

UL - I think the threat of nuclear war is a serious one and something that we should all be working to avert. I believe it is important to raise awareness of the risks of nuclear weapons and to work together to dismantle these deadly arsenals, as any use of nuclear weapons is utterly unacceptable. I think it's important to continue to fight for the goal of a nuclear-free world and I am committed to working for a world where no one has to live in fear of these weapons being used. It's critical that we do what we can to avoid nuclear war and save humanity.
